Prior to joining CBO Financial, James worked for 14 years as an investment banker and financial advisor for various public agencies and nonprofit organizations. He managed, underwrote, and placed more than 100 municipal debt transactions, totaling more than $350M in capital which was used for a wide variety of municipal government and social-service oriented projects and facilities.
Since joining CBO, James has facilitated the deployment of more than $400M in Qualified Low Income Community Investments (QLICIs) into low-income communities nationwide. Overseeing the applicant’s underwriting and NMTC placement services, he focuses on client origination and business development, transactional analysis, structuring, and placing NMTC and other tax credit-enhanced financings.
James has been involved in every NMTC allocation since CBO’s first award. Through our NMTC placement services, he has helped multiple low-income, severely distressed communities realize their goals, by raising more than $250M in capital from a variety of resources, including for-profit investors, nonprofits, government entities, and tax credits, James saw their projects funded through completion. This success is due to his direct role in investment, underwriting and fundraising as well as the beneficial relationships he cultivates with both debt providers and equity investors.
James holds a B.A. in Economics and Statistics from the University of California at Berkeley.
